Zimbabwe Gazettes Regulated Cannabis For Approved Suppliers & Growers

Image
The Harare Chronicle reports   GOVERNMENT has regularised the growing, processing and supply of industrial hemp (Cannabis) by farmers across the country for industrial purposes. Industrial hemp is from the plant species Cannabis sativa and has been used worldwide to produce a variety of industrial and consumer products. The revelations, which are contained in the   Government   Gazette   published yesterday, come after Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi consulted Health and Child Care Minister Dr Obadiah Moyo, in terms of the Criminal Law (Codification and Reform Act. “These regulations may be cited as the Criminal Law Codification and Reform (Persons who may lawfully possess, deal in or use industrial hemp) Regulations, 2019. “In these regulations — “industrial hemp” means the plant cannabis sativa L. and any part of that plant including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, wh

Kansas City Police Chief Believes Cannabis Is Behind City’s Rising Murder Rate

Chief Rick Smith of the Kansas City Police Department wrote in a blog on Wednesday that he believes that cannabis is responsible for his city’s higher than average murder rate. Kansas City, Missouri placed #26 on the list of U.S. cities with 100,000 or more residents with the highest murder rate, based on FBI data from 2015 to 2016, the most recent available. To back his claim, Smith writes in his blog that 10 murders in the city this year have been directly motivated by marijuana, and include a fews details from a recent homicide. “Most of these marijuana-related shootings start as robberies of marijuana or the money connected to it,” Smith wrote . Smith attempts to head off arguments that legalizing cannabis would remove the criminal elements inherent in the illicit market by citing a report that shows that violent and property crimes increased in Colorado, Oregon, and Washington following the legalization of marijuana in those states. Of course, correlation does not imply causa

Report Shows Some Vapes from Illicit Sources Contain Highly Toxic Pesticides

An alarming new report is raising more concerns about e-cigarettes, particularly the vaping products that come from unregulated sources. The details come from an investigation published Friday by NBC News, which commissioned a top cannabis testing facility to test a sample of 18 THC vaping cartridges. The cartridges were obtained from both legal dispensaries and unlicensed dealers.  The three cartridges that were procured from legal dispensaries based in California included “no heavy metals, pesticides or residual solvents like Vitamin E.” The same could not be said, however, for the products bought from the illicit market.  According to NBC, “13 out of the other 15 samples from [illicit market] THC cartridges were found to contain Vitamin E.”  The testing facility commissioned by NBC also tested 10 of the unregulated cartridges for pesticides, with all 10 coming back positive.  “The products all contained myclobutanil, a fungicide that can transform into hydrogen cyanide when bu

Oregon: After hemp crop tanks, CBD producer sues Oregon hemp seed seller for $44 million, lawsuit says

Image
Oregon Live reports.. A Kentucky-based company that produces CBD has filed a $44 million lawsuit against an Oregon company it claims sold it nearly worthless hemp seeds that ruined a massive 2019 crop. The crop was destined to help fulfill the country’s booming demand for CBD, a plant extract soaring in popularity as a treatment for health problems including anxiety and insomnia. But Elemental Processing of Lexington, Kentucky, claims those plans tanked when HP Farms of Troutdale sold it more than 6 million seeds that were mostly “male” instead of “feminized,” as promised. The suit says male seeds sell for less than a penny each while feminized seeds cost as must as $1 each because female plants produce a CBD-rich flower. According to the suit, the presence of male plants also prevents female plants from flowering. The suit says it was only after the Kentucky company had distributed the hemp seeds from Oregon to various farmers and those farmers’ crops had sprouted that the comp

THAI LAW: PURE CANNABIS OIL IS NO LONGER CONSIDERED NARCOTIC REPORTS THAI LAWYER IN MEDIA ARTICLE

Image
His article for Khaosodenglish.com goes on to say. It also liberalizes 99%-pure CBD oil made from hemp (scientific name:  Cannabis sativa L. subsp. sativa ), with THC not to exceed the same rate of 0.01% in weight. What it means in a layman’s term is that 99%-pure CBD oil made from cannabis or hemp with a mix of very little psychoactive THC is no longer a narcotic under the Narcotics Act of 1979. High Hopes of Things to Come People should not get carried away by the excitement of this partial liberalization for production, sales, imports, exports and possession of any extracts from cannabis and hemp remain under strict control of the authorities. Legally, the liberalization can only be interpreted to mean the first step of actual liberalization of medical cannabis, pending further clearly defined regulations. The August 30 regulation gives you hopes of a better day to come. But you need to wait; wait for favorable legal interpretation by the government and new clarifying regul

Governor of Washington Announces Emergency Ban on Flavored Vapes

Democratic Gov. Jay Inslee of Washington directed health officials on Friday to ban the sale of all flavored e-cigarettes and vaping products in the state. In an executive order, the governor called on the state Board of Health to issue the ban, which is to include both nicotine and THC-based products, at its meeting scheduled for October 9. The ban would not go into effect until ordered by the board. Inslee’s prohibition on vaping products along with several other measures were taken as a response to the nation’s ongoing rash of serious lung injuries and illnesses that have been tied to vaping and e-cigarettes. The Centers for Disease Control and Prevention said this week that more than 800 confirmed and probable cases of the mysterious lung condition and at least a dozen deaths have been tied to vaping. “If I had a loved one, I would just tell them you’re playing dice with your lungs,” Inslee said at a press conference on Friday. The governor also directed the state Department of

Man On LSD Falls Into Lake At Disneyland Paris, Found Naked After Massive Search

Surely being the target of a 130-person Disneyland Paris manhunt is enough to expand one’s consciousness? Hopefully, a Swiss man who fell in one of the amusement park’s lakes on Friday night, shortly after ingesting LSD with his girlfriend, thinks so. Pirate’s Beach in Adventureland was the site of the debacle, which began when a 32-year-old did not come back to the surface when his partner saw him fall into the water feature, which also houses Captain Hook’s ship and Peter Pan landmark Skull Rock. The girlfriend, understandably, freaked all the way out and alerted the authorities that the happiest place on earth was no longer feeling that way for her, having potentially witnessed her boyfriend’s death by hallucinogen-induced drowning. A large search ensued for the poor, tripping soul, with 30 firefighters, 10 divers, 10 policemen, 80 park employees, and a police helicopter with a thermal-imaging camera enlisted to track the guy down. Disneyland Paris, you see, was also disintereste

Johnson & Johnson Appeals Oklahoma Judge’s $572 Million Order Against Them

OKLAHOMA CITY (AP) — Consumer products giant Johnson & Johnson is appealing an Oklahoma judge’s $572 million order against the company and its subsidiaries for helping fuel the state’s opioid crisis. The company filed an appeal with the Oklahoma Supreme Court on Wednesday, arguing the ruling was an “unprecedented interpretation of Oklahoma public nuisance law.” The judge’s decision that the marketing and sale of a lawful product can constitute a public nuisance could have grave implications for all businesses that operate in the state, the company warned. “That novel ruling has immense public-policy implications, undermining product-liability law rules, which have always governed disputes over the marketing and sales of goods, and threatening wide-ranging liability for companies that do business in Oklahoma,” attorneys wrote in the appeal. In his ruling last month, Cleveland County District Judge Thad Balkman ordered the company to pay $572 million to help address

SAFE Banking Act passes the US House of Representatives by vote of 321 to 103!

Image
In a vote Tuesday, the U.S. House of Representatives approved the Secure and Fair Enforcement (SAFE) Banking Act 321-103. It is the first standalone cannabis policy reform bill to ever reach a House floor vote. The measure required a two-thirds majority for passage because the vote occurred under the suspension of the rules procedure — it received more than three-quarters of the vote. Neal Levine of the Cannabis Trade Federation states … The bipartisan SAFE Banking Act ( H.R.1595 ) was introduced by Reps. Ed Perlmutter (D-CO), Denny Heck (D-WA), Steve Stivers (R-OH), and Warren Davidson (R-OH), and it had 206 total cosponsors (including 108 original). It aims to address the state-legal cannabis industry’s lack of access to banking and other financial services. In summary, it provides a safe harbor from federal prosecution for financial institutions that offer services to state-legal cannabis businesses, reducing the uncertainty and risk that deters many banks from working with the

House of Representatives Passes SAFE Banking Act

The U.S. House of Representatives voted on Wednesday to approve a bill that would allow legal cannabis businesses access to the nation’s banking system. The measure, the Secure and Fair Enforcement (SAFE) Banking Act, was passed with a House floor vote by a margin of 321 to 103. If passed by the Senate and signed into law, federal banking regulators would be prohibited from penalizing banks that choose to serve cannabis firms doing business in accordance with state law. Under current regulations, banks are subject to penalties under federal money laundering and other laws for servicing such companies, leaving the cannabis industry to operate in a risky environment heavy in cash. Activists Laud House Vote Justin Strekal, the political director for the National Organization for the Reform of Marijuana Laws (NORML) , noted the historical significance of Wednesday’s vote in the House. “For the first time ever, a supermajority of the House voted affirmatively to recognize that the legal

Marijuana Delivery Service And Consumption Cafes Coming To Massachusetts

Massachusetts regulators voted on Tuesday to allow marijuana home delivery services and onsite consumption cafes to operate in the state. The decision by the Massachusetts Cannabis Control Commission was made with a vote of 4-1 by the commissioners at a meeting on Tuesday morning. Before home delivery of cannabis can begin and marijuana consumption cafes can open, potential business owners will be required to complete agreements with the host communities where they plan to operate before being licensed by the state, a process that could take months, if not longer. Cannabis Control Commission Chairman Steven Hoffman said that he believes that the regulations drafted to govern cannabis delivery services and consumption cafes take the interests of various stakeholders into account. “We feel like we have got a good balance between trying to meet the will of the voters but recognizing that there are concerns from a public health and a public safety standpoint,” said Hoffman . But Commi

West Virginia: State Treasurer John Perdue Looking To Hire Attorneys To Handle Medical Cannabis Program

Image
The Charles Gazette-Mail report…. State Treasurer John Perdue is hiring an attorney to assist with his office’s handling of banking services for West Virginia’s medical cannabis program, a show of escalating tension with the district’s federal prosecutor. Request for Proposal (RFP 84) for Legal Services to Represent the Treasurer's Office (September 24, 2019) Through the Attorney General’s Office, Perdue is   requesting help from outside counsel   with a background in medical cannabis law, criminal defense and the Freedom of Information Act. The request specifically cites “potential legal issues involving the United States Attorney” for the Southern District of West Virginia — Mike Stuart. The hiring marks a ramping up of what Perdue’s office sees as a potential legal threat from Stuart, who regularly speaks out against legal marijuana programs, as well as hemp — a product derived from the same plant as marijuana that lacks the psychoactive components that gets users hig

Pittsburgh Man Charged For Causing Mass Overdose At Afterparty

A Pittsburgh man has been charged with causing a mass overdose at an early Sunday morning afterparty that led to the deaths of three people. Four others who also overdosed were transported to the hospital following the incident that occurred at an apartment on the city’s South Side after an event at a nearby nightclub. Authorities say that Peter Montalvo, who is also known as Carlos, has been charged by federal prosecutors with illegal drug distribution resulting in death and serious bodily injury and could face up to 20 years to life in prison if convicted. According to the criminal complaint, Montalvo and several others were at a home at the Southside Works City Apartments at about 2 a.m. Sunday morning after leaving the nearby Insomnia Discotec. Montalvo reportedly “was showing off all the money he had” before opening up a box and scooping out a large quantity of what partygoers believed to be cocaine, according to a report in the New York Daily News . He then circulated throug

Walmart Announces Plans To Stop Selling E-Cigarettes

The fallout over the spate of vaping-linked deaths continued on Friday, as Walmart announced that it will stop selling e-cigarettes.  In a memo to local managers, the world’s largest retailer cited “regulatory complexity” and industry “uncertainty” as its reasoning behind the decision. “Given the growing federal, state and local regulatory complexity and uncertainty regarding e-cigarettes, we plan to discontinue the sale of electronic nicotine delivery products at all Walmart and Sam’s Club U.S. locations,” the memo said. “We will complete our exit after selling through current inventory.” The move is just the latest bit of blowback for an e-cigarette industry that finds itself under increasing scrutiny for products that have been linked to hundreds of hospitalizations and a disquieting rise in deaths.  E-cigarettes have long been billed as a safer alternative to conventional cigarettes, but the sudden uptick in vaping-related illnesses has cast considerable doubt on those claims.

Battle of the Weedwork Stars, Final Episode?

Image
According to a September 3, 2019 report by Mike Adams, There are Two Things Happening Right Now That Could Force U.S. Government To End Marijuana Prohibition : Is the United States on the verge of federal marijuana legalization?  Ready or not, marijuana legalization is on the verge of happening nationwide. Or so they say. Although Congress really hasn’t made much progress on the issue of cannabis reform in the past nine months, some federal lawmakers still insist that the nation is close to tearing down the walls of marijuana prohibition in the United States, potentially before the end of the year.  From where I am sitting, however, it seems highly unlikely that the same grey-haired Congress that hasn’t yet managed to pull it together on a simple banking bill is all of a sudden going to rise up and legalize the leaf nationwide as its Christmas gift to the nation. Sure, the SAFE Banking Act has a heck of a lot of sponsors in the House of Representatives — and more Republican s
