Michigan to Start Taking Applications for Adult-Use Cannabis Businesses Friday

Regulators in Michigan will begin accepting applications for licenses to operate businesses in the state’s coming adult-use cannabis market on Friday. The Michigan Marijuana Regulatory Agency will accept applications for several different license types on its website beginning at 12:01 a.m. on Friday, November 1. The agency expects to begin issuing adult-use licenses to companies that are already licensed to grow, process, test, and retail medical marijuana as soon as late November, according to media reports. But once those licenses are issued, it will still take months for recreational cannabis to reach consumers, according to Joe Neller, the co-founder of medical marijuana producer and retailer Green Peak Innovations, which has permits allowing the cultivation of 18,000 plants and operates four dispensaries in Michigan. “If the state takes all of the 90 days afforded to them by law to review our application and grant us a license, then we could start producing that adult-use prod

Medical Marijuana Patients In Utah Face Difficulties After Legalization

SALT LAKE CITY (AP) — As Utah prepares to launch its medical marijuana program next year, residents who want to use the drug in the meantime are encountering skeptical doctors and the quandary of where to get the plant. A law passed by the Utah Legislature in December 2018 allows residents to use medical marijuana before patient cards are officially doled out, which is expected to happen in March 2020 at the earliest, but they must obtain a signed letter of recommendation from a doctor, physician’s assistant or other medical provider. Finding a doctor willing to do that has been difficult because of stigmas and fear surrounding medical marijuana, said Christine Stenquist, the director and founder of advocacy group Together for Responsible Use and Cannabis Education, or TRUCE. Utah Vape Stores Sue Department Of Health Over Restriction On Flavored E-Cigs

SALT LAKE CITY (AP) — Several Utah vape shops sued the state’s Department of Health over its emergency rule restricting the sale of flavored e-cigarettes amid a national outbreak of lung damage linked to vaping. In the lawsuit filed Monday, retailers claimed there is no evidence to suggest flavored e-cigarettes are causing lung damage and that the new rule could hurt business. Recent cases of lung damage, they argued, are instead caused by “these persons’ use of black-market THC cartridges,” according to the lawsuit. The rule, which took effect Monday, bans general tobacco retailers including grocery stores, pharmacies and gas stations from selling flavored e-cigarette products. All tobacco sellers are required to post notices about the danger of vaping unregulated THC, the high-producing ingredient in marijuana that’s been linked to most lung-damage cases in Utah. Oklahoma Lawyer Pleads Guilty to Staging Threats From Irate Cannabis Proponents

One Oklahoma State Department of Health employee appears to have been going through it during the process of drafting the state’s medical marijuana regulation earlier this year. Emails that lawyer Julia Ezell alleged contained dangerous threats from marijuana advocates have been proven to have been sent from her own cell phone. Ezell pled guilty on Wednesday to two misdemeanors for falsifying the threats. “We will stop YOU and you’re [sic] greed,” went one of the emails. “Any way it takes to end your evil and protect what is ours.” Ezell was employed by the Department of Health and was fleshing out emergency cannabis regulations this summer in accordance with House Bill 2612 , which created Oklahoma’s medical marijuana program. Man’s 15-Year Sentence For Cocaine Dropped After Lab Finds It Was Powdered Milk

In Oklahoma, a man has been cleared of cocaine charges after lab tests revealed that cops had grossly misidentified the substance they claimed was cocaine. Although the man’s case has now been dismissed, he was still forced to spend multiple weeks behind bars. The case highlights numerous problems with current drug law enforcement and sentencing practices. Cocaine Case Dropped The entire incident started back on August 12. That night, a homeless man named Cody Gregg was riding his bicycle when cops tried to pull him over. The officer involved claimed that Gregg did not have proper taillights on his bike. Further, when cops tried to stop Gregg, he reportedly “did not stop but started to pedal harder as if he was trying to get away,” police reports said. Ultimately, cops chased him down and pulled him over. They then apparently searched his backpack. Researchers Study How to Treat Cannabis Addiction With More Cannabis

The solution to cannabis dependency might simply be more cannabis. That’s according to a new study from researchers at University College London, which found that cannabidiol (CBD) can help people reduce their consumption of THC. Presenting the study at this year’s London’s New Scientist Live festival, lead author Val Curran called the findings “really remarkable.” Curran, a professor of psychopharmacology at University College London, and her team were the first to test the idea of using CBD extracts to treat cannabis use disorders . And indeed, the results are very promising: Curran’s study found that CBD extracts cut the amount of cannabis people smoked in half. ACLU Sues Pennsylvania County To Allow Parolees, Probationers To Use Cannabis

The American Civil Liberties Union is taking on a Pennsylvania county over a new policy that bars people with state medical marijuana cards to use the drug if they were on probation.  In a lawsuit filed this month on behalf of several petitioners, the state chapter of the ACLU asserts that those rules issued by the Lebanon County, Pennsylvania violate state law. Pennsylvania legalized medical marijuana in 2016, and the state permits its use for patients suffering from roughly two dozen different medical conditions. The county’s court system and probation department announced last month that the new policy would take effect on October 1. One of the petitioners in the suit filed is Melissa Gass, a 41-year-old woman who uses medical cannabis to treat grand mal seizures from her epilepsy.  She is also on probation in Lebanon County stemming from a 2016 arrest for simple assault following an altercation she had with her husband. Vapers May No Longer Pay Less For Life Insurance Than Smokers

A major U.S. insurance company is planning to increase life insurance premiums for its customers who vape. The move by Prudential will bring rates for customers who use e-cigarettes into alignment with those charged smokers, the company said in a statement on Thursday. “Prudential will reclassify users of e-cigarettes to treat them as smokers and in line with our cigarette smoking guidelines,” a company spokesman said . “Smokers typically will have higher-priced policies.” The change will go into effect for customers applying for individual life insurance policies. Smokers typically pay about 50% more per year than nonsmokers, according to quotes from online insurance sites. The difference could add up to an additional $350 to $800 per year, depending on the health of the applicant and other factors. Texas Suddenly Stops Issuing Permits For New Medical Marijuana Dispensaries

Medical cannabis entrepreneurs are looking for answers after the Texas Department of Public Safety unexpectedly shut down its application process for new dispensary permits on Wednesday. The window was originally intended to last through November 1. No reason was given for the abrupt termination of the application window, which had been announced as a month-long period, and was pulled after only a week. “The department will continue to assess dispensing capacity requirements, along with the need for any additional licenses, as we work through recent legislative changes to the program,” a spokesperson from the department commented to a local news site. The closure of the application process is of particular concern because the geographically enormous state’s access to medical marijuana is fairly limited. First HempWood Factory Opening In Murray, Kentucky Thanks To A New Startup

A new hemp factory has opened that will specialize in producing a sustainably sourced wood substitute. HempWood, operated by a company called Fibonacci LLC, is the brainchild of owner Greg Wilson and his experience working with Chinese bamboo technology. His process purports to mimic the growth algorithm of oak trees to get a durable hemp product by mixing it with a soybean-based glue for a long-lasting building material. For the moment, the factory is focused on manufacturing flooring materials, but a representative from the company says that in the future, the sky’s the limit on what they’ll be able to make with the substance.  HempWood decided to set up shop in Murray, a Kentucky town that could offer a partnership with Murray State University’s Hutson School of Agriculture. Wilson has told the media that the school not only helped to link him with nearby hemp farmers to ensure a consistent supply of raw materials, but also assisted in the application for his processing license.

Pennsylvania Representative Proposes Bill To Allow Cannabis In State-Run Liquor Stores

A Pennsylvania lawmaker introduced a bill on Wednesday that would legalize the recreational sale of cannabis and make state-run liquor stores the only authorized retailer of marijuana products. The measure, House Bill 1899, was introduced by Democratic state Rep. David Delloso of Delaware County. Delloso said in a statement that restricting sales of cannabis to the state’s network of liquor stores would ensure that local businesses benefit the most from legalization. “What I’m afraid of is, without this bill, if we don’t sell cannabis in the state stores, big corporate interests throughout the United States are going to come to Pennsylvania and they’re going to put corner stores up,” he said . “They aren’t going to provide family sustaining jobs, and all the profits are going to leave Pennsylvania.” Under the bill, adults 21 and older would be permitted to legally possess and consume marijuana. Chicago CBD Shop Sues Landlord for Rejecting Hemp Leaf Signage

A Chicago, Illinois CBD Kratom store is suing its landlord for breach of contract after being unable to display their logo, which contains a hemp leaf, on signage, the  St. Louis Post-Dispatch  reports. MNG 2005, the parent company based in St. Louis, Missouri, alleges the landlords claim the sign promotes “marijuana usage.” MNG claims that they weren’t told they wouldn’t be able to use the sign until after signing the lease and shortly before they opened last week. Los Angeles Lawmakers Vote To Adopt Ordinance Banning Flavored Tobacco Products

Los Angeles County now has 30 days to buy flavored tobacco after its Board of Supervisors approved a ban on all such wares , including menthol products. The decision, which applies to the unincorporated areas of the county that are home to one million residents, comes amidst a rash of deaths related to vaping products, and concern over rising e-cigarettes usage by teens. As of September 27, severe lung injury seemingly caused by vaping cannabis and tobacco products has led to 12 deaths and 805 lung injuries, according to the Centers for Disease Control and Prevention. About 77 percent of the individuals affected reported ingesting THC products, and 57 have reported use of nicotine products. Authorities have been unable to identify a single product or substance related to all the reported lung injuries. But the LA County supervisors voted unanimously to axe flavored e-cigarettes from retailers’ shelves. That response seems to be an answer not only to the spate of vaping related death
